Drug Abuse was created by design. There is no doubt governments around the world have brought in illicit drugs such as cocaine, heroin, opiods, LSD, ecstasy, etc. for the sole purpose of getting massive amounts of people hooked on drugs. Whether it's the CIA or other front companies that launder drugs in, the goal is to weaken the population and waste their lives by getting them to abuse drugs. Now with the legalization of pot a drug that puts you into a vegetative state, the governments are getting people's consent to legally push drugs. Before it was subversive in the 1900s and early 2000s.
I think back to what the D.A.R.E program was about. In the United States it was a drug resistance program taught by police officers in middle schools. What it's really designed to do is advertise drugs to abuse. It's subversive in that it tells you not to do drugs but if you're told not to do something you want to do it more especially when you're young. It's called "The Not For You Strategy". You want something more that you can't have. So police officers would go to middle schools teaching kids about drugs not to abuse but it really was telling kids what drugs to abuse and what happens when you use them and what they do.
Why would governments want people drugged? Just read Brave New World. It's the perfect scenario for government to rule over the population. People out of touch with reality or too lazy to do anything about their slavery because of drugs. Controlling the mind is what government is there for. What better way than drugs whether it be legal pharmaceutical drugs or illegal drugs like LSD or Heroin. It gets accomplished what using force could do but it's less messy. I think this guy does a good job talking about this.
